CCC should be part of the driver bundle, so if it is not installing when you use drivers from the AMD site, this may be why. The main issues of not having CCC available is not being able to alter settings outside the games graphics options yourself, but most 'modern' games don't really need the options in CCC anyway.
I believe they can be downloaded separately from the drivers, but as CAP is a relatively recent 'feature' there may not be any optimisations for older games.
