Go to Settings. You can access the Settings icon from the app drawer. Tap on the icon that looks like a gear. Tap on Wireless and Networks. Tap on Portable Wi-Fi Hotspot. If you see a check mark in the box next to Portable Wi-Fi Hotspot, then you have successfully turned the Wi-Fi hotspot on.
Part 2. Go to the hotspot menu. Simply tap on the Portable Wi-Fi Hotspot option from where you enabled it. Determine which devices are allowed to connect. Press OK. Part 3.

Thanks in advance. I just purchased my Samsung device through Samsung. It's on the Bell Canada Network. I unboxed it, put in my SIM card into the phone and got powered it on and went through the activation process. I joined my the Wifi network I have here at home and then started to re-download apps. I noticed that nothing was really updating.
I was pretty excited about getting this phone all sorted out and updated that I just turned the wifi off and finished pushing everything through my LTE cellular date I have 10gb unlimited so, I didn't care too much if I used up my data to get started. Later on in the evening when I was ready to start tweaking the phone and actually logging back into my apps.
I realized that my phone was "Connected, No Internet access". I clicked on the Wifi to see the detail settings and it showed at the network speed was only 1Mbps instead of the Mbps that it should be like all of my other connected devices. Press the drop down list next to "Security". Press the field below "Password" and key in the required password. Press Save. Turn on Wi-Fi hotspot. Press the indicator below "Mobile Hotspot" to turn on the function. If Wi-Fi is turned on, press Turn off. Return to the home screen.
